This is fair rarity wise. Your horse is originally from Christmas '09. The Store Pet they're offering is worth a late '10 rare, and 2 '10 rares = '09 rare. The two commons just seem like overpay, considering a '13 common = '16 rare.

Eh, I would have them add, because the dragon store pet is 7 months older than the current one.
And I'm pretty sure dragons have a bit more demand than current Store pets you can easily buy
