I would actually say it's unfair to them. Horses and betas are both low in demand and they added extra pets from older dates.

According to this, bid #2 is the obvious best choice. It has the UR Apple and Striped September, the apple worth about a sorb and a mid-september (in my experience, at least) and the striped goes for fair trades. The store pets and C$ add to it, though I think there are better offers out there.

The UR apple isn't worth a sorbet o.o

No, they're actually overpaying. Even though the Tess Horse is originally from 2008, due to it being an extended release it is only worth a 2009 rare. From what I've seen Tess Horses have poor demand, and the extra uncommons on the Betta Fish's side add to make it overpay.
