so, if i'm looking at this correctly, we gift anyone who's member of the WGI and then they'll gift us back?

since lucifer gave me a welcome gift, should i gift her back? ;w;

You can gift anyone you want, be they part of the WLGI or not.

It's polite to gift someone back, but gifting is never a two-way thing. You give out of the goodness of your heart, and if you receive back, then that's all fine and dandy. We don't give with the expectation that we'll receive anything back, but rather give because we want to.
(Personally, I try to gift people back if they gift me, but I think it's just a personal thing up to each individual user. You're not required to gift every single person back, but it's highly encouraged you gift at least some of them back.)
