Do I have to make multiple cupcakes? Or just one, since a cupcake is much smaller then a normal cake.

I have a question that may sound a little stupid, but I just want to make sure before I start drafting designs... Are we allowed to do a tiered cake (like a wedding cake)? I'm not sure if you'd count that as being more than one cake, that's all XD
