I have a feeling that the black and green dog has the potential to become rare. So many people are looking for them and it doesn't seem like the people who have them are trading them...

Do you remember the PPS Fairy lion from august 2015? People went coo-coo for that guy because it was less common and more desired. It ended up being an uncommon. I've actually seen more people with the black dog than people who had the lion. I really wouldn't worry about it. The last pet I can remember that became rare from a monthly (non-event) litter was the unicorn from march 2016 and even that's an uncommon now.

Do you mean the fairy lion from august 2012? Because I am not seeing a pps lion from august 2015... and the 2012 one is a very rare.

there was a pps butterfly wolf cocoon that became rare july 2016

Yes as ZEL. pointed out there are certain cases where there are more outcomes than the adoption limit. But It's pretty uncommon especially in Monthly litters.
