So so far, what are our clues? The culprit:
-Had to have a key to the courtyard
-Used shells and seaweed to commit the crime
-Might be red/have red on them
-Nothing was stolen- The culprit just wanted to ruin/postpone the jamboree

But it seems to be a bit OOC if they actually did that... reminder that the eyewitness is specified as a male, meaning that the eyewitness could either be some other male, or the tiger cub's true gender is male since it isn't confirmed what gender are they.

And the cub isn't too innocent either. I say they did something... Perhaps like giving a key to someone ...? HMMM?

If we're still talking about the flash of red, here are some pets with any red:
-Squiddy
-Chef Calimari (but moving fast would cause him to appear purple, not red)
-Avian and Totoro
-The dragon (I forgot his name)
-Panopea has a small bit of red. (You could say, a flash of red?)
-The boutique owner has pink, but a) pink is somewhat similar to red, it might be mistaken for red when viewed in the dark, and b) She could easily disguise herself using a red outfit.
However, it's important to remember that there's a reason that the witness wanted to remain anonymous. It's unlikely that it could have been Cuttler. The news reporter would definitely be suspicious if the head guard wanted to remain anonymous, unless Cuttler used a disguise.
Even though any one of them could be the culprits, I'm going to go ahead and rule out all females so it's easier, and say that it's a one-man crime. This leaves:
-Squiddy
-Chef Calimari
-The dragon
-Finnegan
-Cuttler
(I probably missed someone)
Squiddy has been very quiet, though I'm sure he's just shy or something. I don't really think he's the culprit.
The chef is pretty suspicious, but I'm not so sure he's the culprit. Though with the food hints and things, we can't rule him out.
The dragon seems to not be as phased by it. He wasn't invited to the Jamboree so he wouldn't really get that affected though. Maybe he was upset that he wasn't invited?
Finnegan could also be a suspect, he could also be stressed out. He also did say that he hopes everything's ready in time for the Jamboree, maybe vandalizing the instruments could buy him some time?
And finally, Cuttler. He would almost definitely have the key, being a guard and all. He's a squid so tentacle prints would fit. And on the rollover that we heard of the crime, guess what he said about the red outfits he gave us? He said that they're "freshly cleaned". Why the need to mention that they're freshly cleaned?
Conclusion
I believe it may have been a two-man crime of Cuttler and the chef. Not so sure what Cuttler's motives would be, but in my opinion he seems quite suspicious. The chef has pretty obvious motives, and if Cuttler doesn't have a key, the chef could have easily be the one to let him in. Maybe since Cuttler had so many adoring fans, he didn't want them to leave so soon, since it's quite obvious that Avian isn't gonna want to leave without at least going to the Jamboree.

also, what would be the motive behind it. there isn't any pent up feelings toward the jamboree.
lastly, the weapons used were shells and seaweed. cuttler doesn't necessarily ask for any of that stuff.
the one thing that I do understand is that they were there late that night because they were a guard and the tentacle marks.
but someone could easily frame a squid if they had the right tools.
one: you would of course want to "investigate" something you did, as then one could make sure you yourself don't become a suspect.
two: i honestly have no clue so far, the only thing to do is wait and see if anything pops up.
three: i could've sworn that someone said wood was used, though i'm likely wrong. i have a horrible memory. person above me theorizing the torn paper possibly saying wood.
i have nothing else to say myself, besides that the boutique dog is also a likely suspect.
