Probably people with stands at the courtyard. Or the guards or something.

Sea-Lion cub: She's the princess. I'm sure she'd have a key. Or stole one.

Panopea: She has a stand there. Maybe they'd give her a key? They did for Finnegan who has a stand.

But the Cub is a she the eyewitness is a he. Unless he was just used as a general pronoun when you don't want to reveal someone's, or don't know it. Usually we use they nowadays tho.
