unpopular theory:
could it possibly be a team of both the dragon and the boutique dog?
the boutique dog was my original theory and it has plenty of evidence so let me dig a little deeper to connect them;

I agree with this theory.
My main sus' were the Boutique dog, and the Dragon.

They are sort of both kinda happy about it. (Like the only happy people that have anything to say about the crime - Panopea is happy but she didn't get a dialogue change)

"What if someone hacked into the news system and said all of those stuff, could it possibly be Squiddy 'A Flash of Red' Like I was saying Squiddy is red, But the Ol' Grumpy Dragon is sort of red as well"

I see your theory, but what about the tentacles?

this is something that i've said before, but the boutique dog is a designer after all! she could have created false tentacles to place the blame on others.
the culprit also could have easily stolen tentacles from the chef's set-up.

why would the witness even be there? apparently, (according to the pinboard, at least) chef calamari was the last to leave. if he isn't the eyewitness, then who else could it have been? and why would they have been there during the crime?

If fast movement blurs colours he'd probably appear more purple. Especially with his particular shades.
