I feel like Baby Tiger did it, she was admiring the pretty instruments and may have accidentally broke them in some way. Or, she wanted her Mama to notice her so she broke them on purpose. The tentacles, well Cuttler obviously came to the scene at one point to investigate maybe he could have accidentally left evidence. That, or baby tiger tried to frame a squid or tentacle-having person.

I think it is Shelly from the boutique..

Shelly's motive;
Shelly is not getting any booming business because everyone is caught up with the jamboree. She ruins the jamboree by stealing the instruments. This brings more customers to her to buy her clothes. Shelly just wanted some attention for her clothes and now she is getting it.

-in her recent statement it states that she is happy that the jamboree is postponed. I quote, "At least we'll have some more time to shop for pretty outfits though "

-Shelly also has been asking us for shells and seaweed since the beginning to help her make clothes.

the only problem with this theory is what about the tentacles found at the crime? I don't think Shelly has any, unless they're on her clothes??

I still think the tentacle prints belong to Cuttler, or another guard.

But let's not forget Shelly is a fashion designer - if "tentacle prints," are just suction cup marks or something similar, like a footprint vs like a fingerprint, who's to say she couldn't have made tentacles?
