okay heres my theories:

Suspects: (from least to greatest)
-Avian/Totoro (they wouldn't harm a single thing, plus they don't have tentacles)
-Conductor (why would he break his own instruments? and no tentacles)
-Chef Calamari (he seems to be working super hard for the Jamboree so he probably wouldn't have sabotaged it, also no tentacles)
-Cuttler (he has tentacles but all he's been talking about is the Jamboree so I really don't think he'd do it)
-Jamboree Organizer- (he seems stressed but he's working hard on the Jamboree so why would he sabotage his own work? also no tentacles)
-Squiddy (really just doesn't seem like the type)
-Shipwreck dragon (he might have been sad he wasn't invited but I don't think he'd wreck the instruments just because of that, and no tentacles)
-Fast Fins girl (she seems pretty indifferent to everything, her dialogue hasn't changed much if at all)
-Shelly (she seems kinda suspicious because she's happy that there's more time to shop for outfits, and has kelp and shells however no tentacles)
-Royal tiger pup (probably wants more time with their Mama, is close to the Jamboree and is royal so might not have been suspected. No tentacles however)
Panopea- (she has tentacles. multiple people who might have known something are robbing her. she seems indifferent to the theft. she is also very close to the stage.)

for the chef one, he has a motive, he wants a vacation. If there isn't a jamboree, he wouldn't have to cook. Also his mane and tail are tentacles. or he could have framed someone. I mean he has squids on his table of goodies.

I think it is the hamster you win in the pearl game. I mean we paid pearls to set this hamster FREE. He was put as a prize for a pearl game for some reason. hMMM
