I think the Coppa'd people have to have their first post approved by the Mods before they can freely post. =\ You might look into that.

There is a difference between real COPPA'd users and just new users ^___^; A new user is only 'COPPA'D' until their first post is approved by a moderator. A real COPPA'd user, however, is under the age of 13, and is only allowed to post in the Oekaki - and all their posts must be approved by a moderator, no matter how many times they post ;3

Unless that user's parent or guardian sends in a form granting them permission to post.
