There are ALOT of dragon lovers out there! Its a shame they aren't released more often with more sub species variety. I mean look at how quickly Flight Rising took off when it came out! But I theorize it partly might have to do with canvas size... The simple fact is it takes alot to draw a bigger picture than a smaller one. And not everyone seems eager to either draw that much that often.
The other part may be Tess regulating linearts like she does with Zebras and Lions. Those are considered special use and is the reason why they don't show up more often. Also the staff that made new linearts seems to retain full control of their use. They too can restrict its use (or are just too busy to use them more). Malk did retired her lines even if they still had plenty of redraw life left in them. Some artists simply may not wish to share their lines also. Especially if they worry over misuse or overuse.
Lastly, store items would need to be adapted for more lines. This does limit pet variety and increase redraw attempts. But that is partly due to the way items are specifically shaped. Maybe if newer items were drawn in assemblable pieces instead of whole chunks, you can customize more liberally and on multiple linearts. Much like lego building. This would need to somehow be done with hair, clothing, and certain accessories like rope, glasses, armor, etc., and tested to ensure it works.
