why the muzzle thing: Because it's a necessary part of every super-villain attire - and Sliver is a super-villain! Well, not really, he's just a street thug that's a super-wannabe, but he wears a mask anyway. It helps in many ways, hiding his true identity, protecting the face against enemy hits and hazardous substances, and overall it just looks very cool, so he doesnt take it off unless he really has to, like to eat.

why the muzzle thing:

It is a voice adapter (such as the model that was used to deepen bat man's voice) in order to both warp his speech and partially cover his face.

With it he can change his words to sound like anyone is saying it if the tuning is right, and with how long Zee has had to use it, he has figured out what every switch or button does. Because he always wears this no one knows what his real voice sounds like; it was been guessed that his vocal cords were damaged from smoke when he was stuck in a burning apartment building at a young age and uses a different voice to cover his insecurities.

Although that bit about his past is true, Zee mostly just uses this technology to help hide his identity a bit.

The purpose?
He works in a rather strange trade in the city where he spends most of his time. The trade is quite simply crafting normal everyday objects into things with hidden purposes, most of them being a concealed weapon or secret space. Because some these can get their owners into trouble and have them therefore blame Zee and reveal his whereabouts. In order to avoid his possibility, Zee will make his 'clients' call in advance to place an order or call and go to a less populated area where he has rooftop access and stay where he is while talking in a different voice. He uses code words/phrases sometimes as well if the client is suspicious about it being someone else.
