a. the new uprising guild could have put down the new marks, and the guild just doesn't want anyone who can shout aside from them, or some other petty reason
b. the new guild could actually be what we go to war against, as we discover the province they belong to

so if we wanted they could even be connected and spanned out in a semi-short amount of time!!
