It has an around 50% capture rate, so it isn't really improbable to catch one in one go with a normal pokeball.

Most spawns have set rarities in the biome that they spawn in but from what people have been posting it looks like Swinub is the odd one out where it's common in some places (around here) and rare in other places.
If you're looking for Swinub make sure you're in an area that mainly spawns Shellder, Seel, Jynx and possibly also Drowzee which are reported to spawn in the same biome.
From what people have been posting around Pokemon Go communities, people are speculating that Swinub is seasonal. I live in an area where Swinub was a plague when Gen II came out. They were the new Pidgey, maybe worse because I saw them in clusters. Ever since the seasonal shift from winter to spring (which coincided with the water event), I've seen a massive decrease in Swinub. Many people over the world that live in Swinub-heavy biomes have reported the same thing.
I don't see why with the release of Gen II, Niantic couldn't have added a new spawn point feature where some Pokemon are more common during the winter or summer. We saw Drowzee spawns decrease majorly around the same time Summer was ending, so it's possible that we may see Drowzee come back for the summer. If you live in a Drowzee area.
