recently I saw a togepi and I thought "Wow gen2 is already out?!" And then a igglybuff appeared on the nearby list but I didn't find it. I think it's already out,but its very rare to find/catch.
I'm pretty sure that it's impossible to find Togepi and Igglybuff in the wild, as well as any other Gen II Pokemon.
There are massive online networks, like The Silph Road, dedicated to crowdsourcing information and data mining the game and every update that comes with it. If it was possible to catch the baby Pokemon in the wild, we'd already be seeing screenshots, people would be freaking out, Niantic would at some stage make an official post about it, and it would have likely been found in the game's coding.
That, and considering that there are millions of players with smart phones and iPhones, there would be plenty of screenshots by now. Shinies are supposed to be the rarest things in the actual pokemon games. Even if they were a 1 in 4,000 chance to find, like shinies, there'd still be loads of screenshots uploaded to the internet by now because of the millions amounts of players worldwide.
At the moment, the only way to get a Togepi or an Igglybuff is to hatch one from an egg. The only Gen II Pokemon in the game are the baby Pokemon, minus Tyrogue.
Likely, the next Pokemon we'll see will be Umbreon and Espeon. Apparently they have been found in the coding of an update that came out a while ago. Same thing happened with Ditto. They added the coding in the game, and then a few weeks later made it live.
+it did not seem like they are going to make the babies available in the wild to begin with. It would make sense for them to be only available in eggs (as much as I hate it, as I'm still missing most of them.....)
So if you saw a silhouette of something, it was likely just another pokemon. But unless you can provide a screenshot, it's not very believable.
