I always keep the ones with at least 90% perfection any lower i transfer, even if it has a lower CP at the time its max CP will be better than the others once its leveled up.
Thats a problem when they are rare, though. If I can barely manage enough candies to evolve them, it would be ages to power them up even a little.
My method isn't 100% backed up by logic, but what I usually do is if the evolution is going to be a new dex entry for me, I evolve the higher CP Pokemon (unless the discrepancy between the high IV and high CP Pokemon isn't that big, like around a 50 CP difference). That way I have the new dex entry with a nice number to go with it. After that I only go for high IV evolutions.
My method of playing is dex before stats, though. I don't compete in gyms much because the only gyms near my house are filled with spoofers from a different team. There's literally no way to get a Pokemon in, and I've reported the obvious cheating accounts to no avail.
Literally for months now there has been an account called "Trainer" that has two high CP Snorlax, but get this, the account is Level 1.
Hatching a Snorlax immediately nets you enough XP to level up, so "Trainer" had to catch it. Does anyone really believe this is a legit account that signed up, immediately after caught 2 Snorlax, put them in gyms, and never did anything else to level up after?
