If they did not like what you bid first and they change it, you can either change it back, adjust it to what you would want to bid, or cancel it. Just watch what you bid incase they slip a pet in that you do not notice. That's happened to me and I have canceled and sent the original back. That is when an auctioneer starts to step over the line from auctioning to trading.
Auctioning = receive bids of pets users are willing to trade.
Trading = negotiate the pets users are willing to trade.

Yes, it is. Only when the auctioned pet is a prize in an art competition is it not allowed.

Okay, one more question, if you don't mind.
What if the auctioneer accepts art as a bid, but they require a piece of finished work as part of the bid. And then, they end the auction, but don't tell you and let you continue to work on the art?
Someone did that to me and I'm not sure if it's allowed.
I sent them a suggestion with pets and PMed them about art. They give me references and I start to work on it. Some time later, I go check out the thread and find out that the auction was already finished. And they didn't cancel my suggestion or PM me to tell me the auction was over. They simply traded off the pet.
The suggestion didn't include the pet, so it wasn't automatically cancelled.
When I checked the thread, it had this on it.
Auctioneer: Up ^^
will end when Star !* has finished her art c:
Right under it,
Auctioneer:
Up ^^
With the rating of Star !*'s art, Savanna would've still won anyway.
So, the auction has ended.

So, I'm quite positive they didn't forget I was still working on the art.

I would advise not starting any artwork as part of an auction until you have won since there is nothing stopping them from getting a better bid and you would be out of a prize. Rule 5 is for Art Competitions where all entrants are scammed out of art when they take that prize and then offer it in an auction. If you had offered the art, it goes as part of the bid that someone out bid.
And if you are still working on the art and the other person hasn't confirmed any payment, I'd stop working on the art.
