Ashcloud, I couldn't find anything particular for Animal Crossing, but I looked through the ToS of Nintendo (there's something with collecting stars (the currency)?)

Maybe they mean Bells Sorren. It's the currency of AC

Tygras does not allow to trade tygras or items but does allow to trade currencies and accounts for off site stuff.
