Usually, yes.
But in the past we've also had the extreme opposite - 5 outcomes with an adoption limit of 4. It just happens sometimes.
We also don't know that there aren't any splits since the third outcome has yet to grow. =)

will..there be a 'banner hunt' for Christmas like the one we had for Halloween and the summer event...?
For Christmas we have an advent calender - you can adopt new pets or items every day. No hunting.

Nah, they're probably just not coming. We often don't get Thanksgiving pets. Remember, only the US celebrates Thanksgiving (Well, Canada does too, but that was a month ago), and CS is headquartered in New Zealand.
The veterans day items were a day late, so maybe its the same for these.
We've gotten Thanksgiving pets the last two years only, since the staff pets were moved to September in fact, so it would be unusual to me to stop them suddenly when it would seem they were going to do them annually from now on. But there have been years we don't get Chinese new year pets either so who knows.
I'm glad I found the right place for this discussion though I've been on the lookout for the Thanksgiving pets and was certainly confused!

We'll never know before. We had Kwanzaa pets two years in row and then sadly never again.
I think it is save to assume that we will get Hanukkah pets as this has been a yearly thing except 2008 and 2012. But in the end it's up to the artists I think - whether somebody actually makes pets/items for that "event" or not.

True
Post above; We've had Chinese New Year pets every year since 2011.
