I've been reading through the comments but I wanted to respond to this specifically. The main reason I don't bother doing this is cause there isn't any actual way of enforcing this. We have no way of knowing if someone is ever turning their lights on, since they might just be turning them on without us seeing. The only thing I can think of that comes close is getting a group of excessively active people who report to me on anyone who seem not to be turning on their lights, but have been sending out PMs (since some people may just not be playing at all), but this definitely wouldn't be perfect and people could still slip by, and its difficult for me to collect a group like this, people who tend to send out more PMs than they receive (typically meaning they have a lot of time to kill) tend not to advertise it in their signatures.
I also may be in the minority here, and by no means expect anyone to agree with me, but my own approach to LOLO is it being an opportunity for me to give out gifts to people because I enjoy their story/costume. For me, it really has nothing to do with whether I receive anything, I'm not as concerned about other people also sending gifts. Yes, part of the idea is the take AND give. But I also like to point out that this is the reason we require the costume/story. It requires effort on the side of the person you are giving stuff to. Technically, that should be why you are gifting them, not because they are also gifting people.
Anyway, I have given this a great deal of thought, I do every year. If I could enforce it, I would. But its not something I can really see any way I could truly enforce it. I'm also not entirely sure its quite as big of a problem as it might seem to be. A lot of people who seem to always have their lights off probably aren't actively playing, or even actively on CS. October also tends to be the month that people have mid-terms or papers due (which may be more for college than high school), so some people might just get too busy, or only play occasionally.
