The candy I would use to lure them out of the ocean would be Swedish Fish. Dakota absolutely loves Swedish Fish, and they've loved it ever since they were a kit. They would even willingly poke their gigantic head into candy stores and take some Swedish Fish from the front counters. Without paying. Then they'd run into the ocean and swim away. (They're infamous for their actions.) If they love Swedish Fish that much, then luring them out of the ocean again with even more of the confectionary would do the trick!
