1) Unfair to flower rarity wise by about a green toxic and Grey Dragon. But it's unfair to the quantity side demand wise. I'd personally keep the quantity.
2) This is very unfair to UR Ice Cat. You'd need to add a Rainbow Mane and a Pink Stripe Sept for it to be fair rarity wise. Demand, it's pretty fair. I'm not sure of where demand places the liontail litter but I've seen a full litter go for sorbets+.
