It's Lights On, Lights Off. You visit a person who has their 'lights on' with a pet in costume and a cute story about coming to the door, and they'll give you a treat of some kind! If their lights are off, you know that they're participating in the game, just not giving out goodies at the time C:

I've got a perma-creepy dragon in my lair anyway, so Halloween is the best time for her B)
