Call your local animal shleter/animal protection agency and report her. They'll deal with it. She'll get fined at least, or hopefully worse. =(

=( That must be terrible! Keep your cat(s) inside and buy a cat harness. That way, you can let your cat out, but on a long harness. She can explore, but you'll always be watching, and if you have to, you can bring her in. =)
