Technically they are overpaying, two uncommons equal one rare of the same year, depends if you are also going on the three month rule I think, but it depends how much you like the pets they are offering

The side with the C$ is overpaying. If you think about it, 20 CS is used to buy a (usually) very rare pet. Is a very rare worth a bunch of commons? That might help out a bit when trying to trade for C$
