Im currently using an incense and its been 20 minutes and I only got a Pidgey and a Clefairy. Is that the average amount of Pokemon you get when using incense or is there a reason I only got two?

From my understanding, if you use incense, it draws pokemon in your area to you. So if you're in an area with, say, only 2 pokemon, only those two will come to you.
Using a lure module, however, causes more pokemon to appear in that area.

I think it depends where you are, I got Eevee, Staryu, 2 Zubats and a Clefairy when I used one. So maybe not many in your area?

I think it really depends on how often pokemon appear in areas around you.
For instance, literally right outside my house there are rustling leaves, so pokemon appear here every so often anyway.
So when I put an incense on, I get like 4 - 5 more pokemon than I normally would.
I think it just random, but I think the more often pokemon tend to appear in that area, the more you get them.

Already I've had a number of fun stories about my attempts at claiming gyms for team instinct, including today's adventure of beating the same gym at the mall 3 times with different pokemon put in the gym each time. I also think its funny how people make lots of memes about team instinct being a bit of a nobody while we have lots of youtubers like roosterteeth and markiplier on our team x3
