Even if they are good, but don't have the program, they could just download GIMP. (Though I use SAI, so I'm good.) What if they're waaaay old? Maybe the people applying could use an unofficial lineart that has the same anatomy as the Mentaer Fox. (probably made by another artist/in another pose...etc.) Then it could be sent to them via PM (I could PM you a site that allows you to transfer files without giving away personal info such as private e-mails and whatnot and it works on the PMs here [not illegal, if anyone's wondering]) and you could give them a 48 hour time limit for them to download the file and make the design. And you could go from there.

I'll shut up now, since I'm pretty sure you have your own idea of running it. But that's my suggestion...

well if that's the case, I would prefer it if they did have the program, since you would need to know how to use the program well to know how to use the .psd file like it's suppose to ( locking layers, grouping, selection source etc).

and if none of the things that they have aren't new, I would ask them to just color in the free wolf linearts in Oekaki.
(these fox's anatomy is not so different from it)


and I would ask the guest artist if I need a help with a litter, so the 48 hours thing won't be needed.

I prefer not to use any programs to convert my files etc, my computer gets viruses WAY TOO easily that it's not even funny.
So if you are uncomfortable giving me your email address through pm, i would suggest that they wouldn't apply.

ouo I have Corel Painter Essencials 4, but GIMP is easier for lock alpha, and the stuff along those lines

If it's any help, I use box.net to share PSD files and it never has given me or anyone who downloads the PSDs problems. It's free to use until you reach a 5GB limit, which is a pretty big one. (I also have two emails- one for family and close friends, one for online friends. o3o )
