Is there a limit on how fast you can adopt them (other then only being allowed to have two untrained neras)? Like, if you adopt one do you have to wait a few days or a week or something before you can adopt another?

Nope. But I we wouldn't suggest go adopting one after the other, say 5 in one week at a time O_O
But do as you please as long as you train and not hoard and enjoy

I'm trying to imagine doing art/writing stories for 5 in a week. It took me an hour just to get /one/ piece of art done. That's terrifying. Alright, thank you. I was debating trying to get 254 (because so cute I wanna smoosh his face and hug him) but I'mma wait awhile and finish training Veratala first.
