You still need XX and XY chromosomes, so two same gender Trackers cannot breed.
Trackers simply aren't able to use their genitalia, so there's no breeding in the natural way. This feature was made to prevent illegal breeding or an abundancy of pups that never got owners. It sounds worse than it is, really.
