If the bank is closed I would be careful unless you KNOW your total
Otherwise just go off of what you earned in the art contest.
Like...if you only "think" you have enough in the bank to afford something...
don't buy anything.
But the gems and coins posted on the art contest have been earned and therefore can be spent.
Since there's clear documentation that you have those coins/gems you can definitely spend within those limits.
Unless this is wrong and shops are closed.
But be warned. Mord is being flooded with PM's, and its a huge pain to deal with all of them.
So if I were you I would wait for a bit until things have been organized to deal with the vast number of people buying.
It's not like you can get the artists to get cracking on your stuff immediately, most of them are busy and it will be a while before everyone gets a chance to use anything, patience is a virtue after all C:

A couple days for sure. Given the influx of PM's and all the things that need sorting I wouldn't be surprised if its open for a week, so don't stress too much.
I'd read what I wrote for Rivkah since it applies to you as well if you want to buy things immediately.

Not sure why you'd need to, just put in the nursery form yourself and use the item, then let the other owner keep the baby. Either way you can confer with them about what gender is wanted. No need to gift, that confuses things too much I'd say.

Well, if your kiamaras are mated and you're submitting a nursery form its basically a joint effort. So again I'd say gifting is totally unnecessary when it comes to this. Just make sure to put it in your nursery form so its clear that you're using it. Obviously its not for the benefit of the male kiamara, but since the nursery is kind of something both owners get to enjoy you're still using it for your benefit so no need to gift <333

Hair edits are considered a "genetic" so the test tube can indeed ensure baby hair edits.

Test tube is good for one genetic. You want hair edits passed on from one mate? Use the test tube.
You want hair edits and specific eyes? Buy two test tubes xDDD Otherwise its practically a custom, and even now you get to customize a lot with the babies.
Nope, you use it first, too much of a hassle and rude to the artist if you make them design a baby and then get them to change stuff to your liking. Put it in your form along with the changes you would like.
Twins...not 100% sure, though I'd guess you need a test tube for each.

Feather potion? Yes, PPS kias have feathers too so naturally you can use them.
If they don't have feathers at the time...I still don't see why not.

Horn potion....I think that would be fine, but I'd check with the artist/other staff.
Might get back to you on that if I'm wrong, or someone can correct me.

If it's not included in the description it can't be done generally.
You can change feathers to different colours. But no, you can't remove them.
Horns I have been told may be removed. But as far as feathers go?
They're a required part of every adoptable, therefore the feathers definitely can not be removed.

the curling iron is a one thing sort of deal.
Same for pretty much all other items.
You COULD however, buy two curling irons and use one for a style, and one for a colour.

And I'm here for anyyyyy questions you may have. PMing me may be a better way to get answers though, since we do want to try and not post things here quite so frequently. Particularly given the fact that many of these questions have been answered before, thats why the search function is so marvelous, though remember the key to the search is using good keywords.

I recommend checking by typing in the product name if thats what your question is about. It can be done through mobile devices as well (at least it works on my android and iPod) so you CAN search with those, and it takes the same or less amount of time it would to post so maybe try that first C;
