Litters are not put out as contests, they're put out on a First Come First Serve basis, meaning when the litter is posted the first person to post a correctly filled out form is the one who owns them. So there's no set time that can be extended, as there is no end time.

I don't have a general "specific" time stuff goes up, although I'm currently in MST. I can try to vary when I post them although usually I stick to the afternoons generally for them!
