well you said that they sometimes have about 3 plus cubs , i was thinking no more then maybe 3 just so it doesn't get over populated? idk (so i'd be like 1 adult 2 cubs or 2 adults one cub or all adults something like that? )

I think you should put a limit of three or something for now, and when they get popular allow people to either pay for rights to more or allow people to get more if they prove they are looking after there's.
