What do you use to make these adoptables? ^-^

Practically you could use Microsoft Paint, since you just have to zoom in and place pixel for pixel. But you can't set the background to transparent there.
Currently I'm working with Corel PaintShop Pro X4
But you don't need a fancy art program, you can even use free ones like GIMP. I just don't like GIMP :p
(Also, one post is okay :p two posts plus a PM is a bit much)
