DrawCast is easy to use, and quite simple. It has layers, but is quite easy to use at that. Outline on Foreground, colour on Midground and of course, background on background.

Wow, that sounds cool :3 I'm too simpleminded to use things like that. In fact, I tried to use layers on Gimp, but failed miserably x3
