There are no staff applications on the front page, so I am assuming staff applications are not open at the moment.

I'm not certain; you'd probably have to ask cat about the circumstances regarding being rehired if you were staff before (and were fired for inactivity or the like, it would be understandable if someone was fired for, say, harrassing other staff members or something similar and they couldn't be rehired)
