Because they're identical limited release pets are numbered which should be a good indicator that someone owns that specific pet. If you see someone using a pet that doesn't belong to them go ahead and report them. The rules in the new thread have been updated to be more clear as well:

2. Do not claim a pet that isn’t yours!

Anyone who uses a pet in their signature should have already made their way to the official thread and read the rules, if not they're in violation of the rules to begin with. c;

All of the artists will be given the set of linearts. So it's a possibility that any can make them. Right now it's unknown who will work with otters except those that have already had the linearts.
