Those were just the two basic programs I thought of. The lines work in mostly every art program. Except Oekaki of course.

hmm... the two programs i usually use is deviant art muro (DA muro) and oekaki~ but if i save the picks on deviant art muro, i can post them onto da muro~ i have once with a random pic on there~

Yea, Photoshop isn't exactly the cheapest program. A good alternative is Gimp. It's basically the same thing as Photoshop, but it's free.

a good FREE program is Pixlr.com/editor ..
It has transparent bg's and stuff :D
But you must save the files the right way or the layers break >:D
