Chry puts up new litters randomly (whenever she can get around to it and/or the artists make new ones).
In order to adopt one you must wait until she posts saying that there are some currently up for adoption. When she does you'll need to quickly fill out an adoption form and post it. If no one else has posted a form for the one you want you'll most likely get it, just as long as you fill out the form correctly and don't edit your post (editing posts during adoption is against the rules).
If someone beats you to a bunny, just re-post a new form for another one you'd like to try for.

It's as simple as that.
