I believe they're saying you must wait.

Slugs become available when a litter is finished being made, then you may apply for one.
You can't just ask for a Slug because if everyone did then they would be overwhelmed by the amount they had to be made!
So all you have to do is wait until some are available on the front page

So you have to be patient and try to adopt one if one is released or wait until Snook is accepting custom orders.

What I'm saying is this ^. You are welcome to adopt one if one comes out and you get your form in first. Or you are welcome to wait until customs are opened and you have sent the payment pets to get one. Those are the two options.
