The grand opening brood is not FCFS, it's just whoever's adoption form I like and has the most amount of effort (if you read the text above it) the best, in this case I really like Gummii's form because they described well why they wanted to adopt them and name them ^^ So yea it's the amount of effort put into the form, sorry if I wasn't clear before
