I looked through the rules, but I couldn't see where it said if I had to pay blossoms, or pets, or what.

No, you do not. You just have to fill out a form that can be found in the adoption post. The only litter up right now is a raffle. c:

However, there are things that you do have to pay for. When there are store ButterFish up, you can pay Blossoms to get those, and breeding usually requires a love potion, which can be bought for 100 Blossoms.

There's also an Event happening right now, you can get Blossoms and ButterFish by participating in that!
