Designs are only allowed to be used by their official adopter, whether it's as a character, for signature art, etc. Using someone else's character in any way without their specific permission is considered art theft, and this applies to all art everywhere on the Internet. Also, just so people know, stories posted in forms are the intellectual property of their writers and can't be used by other people either (I haven't seen any story-theft from here yet, and hopefully never will, but I thought I should put that out there).
