Artist or mod?: I would love to be either, but right now I am applying to be an artist.

Why do you want to join?: For one, I've always loved Moon Wolves, and have been hanging around since version two. I was disappointed when I thought it had died, but now am truly excited to see it's back! Maybe this time I can help in its growth, an gain some experience. Plus, it sounds like a fun job!

What type of art program do you use?: Technically that's a work in progress, I use various art apps(working on a tablet or iPad) but then upload those designs to Lunapic. It takes a lot more work this way, uploading, downloading, coding, and editing, but usually seems to work okay, occasionally there's a problem. Pretty soon though I'm going to test out some better apps, and I hope to save up to find a proper device with better options. I am planing to use Photobucket for uploading later on.

Is the art program free? (I need to get myself one, mine doesn't function right): Yeah, it is, but I wouldn't recommend it if you want to save time or sanity, just kidding about the sanity, but it certaining isn't the quickest method. Then again, I don't know what you would normally use.

Examples of art: I will post some below, I'm not much of a pixel person but I can, it's jut tricky on a tablet. Work in Progress

Any experience?: Surprisingly yes! I've worked one or two adoption centers that unfortunately died, and have started two of my own, but the first didn't fly. I am not the best technology person, nor my I seem like the best staff member, but everyone needs to start somewhere. Here seems like one of the best places to start. I have also been a moderator for a roleplay or two, but that's not particularly important.
