Really? Hmm... I usually use Gimp, but the layering and stuff takes forever(which is actually the main reason these are slow to be created)

There's also another site called gickr,
that lets you use as many pictures you like for animating.

I can volunteer as an artist.
The picture in my signature is an example,
just click it to see my DA if you like.
{ I've got Photoshop CS4-I can check if you can animate on it, I think you can }

Maybe you should make a forum for people to volunteer as artists,
and pick out the best ones at the end of the week?
