Yes! Two Tier 1 Tickets are equal to 1 Tier 2 Ticket, and two Tier 2 Tickets are equal to 1 Tier 3 ticket (omygosh numbers).

However, I'd advise not going immediately for Tier 1 Tickets if you plan to do that, I plan on making the Tier 2/Tier 3 Tickets cheaper in comparison, so saving up on Referrals to go straight to a tier 2 will cost less than saving up to trade in two Tier 1s.
