Name: Neon Rose
Original Name: White Rose

Oddity: Bioluminescent experimentation. Her beautiful white markings started to glow an odd, bluish sheen. Bioluminescent means, basically, "glowing parts" , but actually means (Thank you Oshun XD) "luminescence produced by a physiological processes."
Personality: She is a shy, kind, yet fun-loving and adventurous gal; yet she has changed from the experimented-upon "weirdo" she has become.

Extra: On one of her paws is a tag that says "BL_1", meaning Bioluminescence 1

I love the color you used, and the story is really neat, I never even thought about using bio-luminescence, its a really cool design!
And just being picky, but Bio means living so bio-luminescence means luminescence produced by a physiological processes.

Yes, in class I've watched many marine biology videos, but I was getting ready for guests and was too lazy to really describe it. XD I know what bio means and what the whole word means Hence I said "basically"
