Woohoo, finally my entry is done! Phew, this thing takes longer than I though, but the result is well worth the time [I think].
This is the first time I use this shading style on oekaki. Not as easy as on Photoshop, but not way too hard.
The layer setting of hilight2 could be change depending on the colour of the JMD. Same as the shading layer.
[dodge, overlay, soft light, hard light has a good effect :3]

Edit 1 - Fix some of the colour bleed and add 'Adopt Me!' sign + 2 more background option. I think I'll just list it here

Lines + all base colour [separate eye colour layer]
2 Highlights layer
Jewel glow
Adopt Me! sign
Colour reference
Male/Female sign
4 Different background [glowy, blueish, sunset and sakura]
