This was a challenge, but a lot of fun n.n
I really hope you like it and feel free to tell me what you think c;
I tried to include all the things you love; the natural base with a bit of teal, the tail almost looks like a paintbrush that's been dipped in neon. I also like more unique accesories like you, so this guy has golden, almost transparent wings that are attached with thin string to his shoulders, tiny neon gems in between. His right ear has a little bit missing from it, maybe a sign of hardship in the past.
I also adore bells, so he has a pair of golden ones on his tail n.n
I'll also post a version without the accesories so you can see his design, and also the mane and feathering I added that's hard to see right now c:
