Well, you're already in the oekaki forum, so you pick whichever sub-forum you want to post in (most likely beginners or sketches and experiments if you're just starting) and click on the 'create new drawing' button in the top left, before the board announcements. Then, you do your drawing, click 'save' and you can keep drawing, save it for later, or post it.
